  Comprehensive Plan Visioning Meeting– Town Hall - September 29 @ 7 PM   The Board of Trustees of the Village of Monroe will hold the first public meeting to gather public input to be used in updating the Village’s Comprehensive Plan.  The Board recently began the process of updating the Village's 2014 Comprehensive Plan which was most recently updated in 2017. The Comprehensive Plan is a document which guides growth in the community by establishing how land should be used, what building sizes and densities are appropriate, what roadway improvements should be made, what community facilities are required and other matters of public policy.     The Village Board is inviting input by Village residents, land owners, business owners and other stakeholders at an upcoming meeting scheduled for Thursday September 29, 2022 at 7:00 PM at the Town Hall Meeting room at 1465 Orange Turnpike, Monroe NY. All are welcome and encouraged to attend and contribute. Village of Monroe Schedules Public Visioning Meeting Monroe, NY - September 29, 2022 – 7:00PM The Board of Trustees of the Village of Monroe will hold the first public meeting to gather public input to be used in updating the Village’s Comprehensive Plan.  The Board recently began the process of undertaking a complete review of its Comprehensive Plan, a process it last undertook in 2012 which resulted in the 2014 Plan and 2017 zoning amendments. The Comprehensive Plan is a document which guides growth in the community by establishing how land should be used, what building sizes and densities are appropriate, what roadway improvements should be made, what community facilities are required and other matters of public policy.   The Village has begun reviewing existing conditions including demographics, housing data, historic resource data, utilities, zoning, land use, environmental constraints and community service provider input. Mayor Neil Dwyer explained, “we have been receiving a lot of feedback from residents and local business owners about concerns that were not fully addressed in our current Comprehensive Plan. The world has also dramatically changed since the pandemic struck the community in March of 2020, and it is critically important that the Village be prepared to address the challenges of the new world we live in.” The first step in the process will be to review the "Vision Statement" for the Village as well as the current plan’s goals and objectives. To do this, the Village Board is inviting input by Village residents, land owners, business owners and other stakeholders at an upcoming meeting scheduled for Thursday September 29, 2022 at 7:00 PM at the Town Hall Meeting room at 1465 Orange Turnpike, Monroe NY.   Village of Monroe Public Hearing Notice RE: 47 Lakes Rd.

  NOTICE OF PUBLIC HEARING

              PLEASE TAKE NOTICE that the Village of Monroe Village Board (the “Board”) will hold a Public Hearing, open to all persons, on August 15, 2023 at the Village of Monroe Village Hall, 7 Stage Road, Monroe, New York, at 7:00 p.m.  The public hearing is being held pursuant to Sections 201 - 204 of the New York State Eminent Domain Procedure Law (“EDPL”) to consider the proposed acquisition by eminent domain of certain real property commonly known as 47 Lakes Rd, Tax Map No. 211-1-1, Village of Monroe, Orange County (the “Property”) for the purpose of historic preservation, important cultural characteristics to the Village, potential creation of parkland and/or gardens, public health, well-being and other improvements that will benefit the entire Village of Monroe.

              The purposes of the public hearing are to review the public use to be served by the acquisition and the impact of the acquisition on the environment and residents of the locality where the Project is proposed to be constructed, pursuant to Article 2 of the EDPL, and to give all interested persons an opportunity to present oral or written statements and to submit other documents concerning the acquisition of property to be acquired.

              The proposed property acquisition involves the exercise by the Board of its power of eminent domain, either with or without a negotiated agreement, to all of the Property described as follows:

              All persons having an interest in the acquisition are invited to attend the public hearing to give oral or written statements and to submit other documentation concerning this proposed publicly needed project.

  ACCORDING TO EDPL §202(C)(2), THOSE PROPERTY OWNERS WHO MAY SUBSEQUENTLY WISH TO CHALLENGE THE CONDEMNATION OF THEIR PROPERTY VIA JUDICIAL REVIEW, MAY DO SO ONLY ON THE BASIS OF ISSUES, FACTS, AND OBJECTIONS RAISED AT THE HEARING.

              Comments on the proposed acquisition may be made orally or in writing at the public hearing on August 15, 2023, or presented in writing to the Board at Village Hall, 7 Stage Road, Monroe, NY 10950 on or before August 15, 2023.  Comments received after the close of the public hearing on August 15, 2023 will not be considered.

• Village of Monroe Bond Resolution : To construct improvements to the Village water system

  VILLAGE OF MONROE, NEW YORK

  PLEASE TAKE NOTICE that on March 14, 2022, the Board of Trustees of the Village of Monroe, in the County of Orange, New York, adopted a bond resolution entitled:

  “Bond Resolution of the Village of Monroe, New York, adopted March 14, 2022, authorizing the construction of improvements to the Village water system, stating the estimated maximum cost thereof is $800,000, appropriating said amount for such purpose, and authorizing the issuance of bonds in the principal amount of $800,000 to finance said appropriation,”

  an abstract of such bond resolution, concisely stating the purpose and effect thereof, being as follows:

  FIRST:  AUTHORIZING said Village to construct improvements to the Village water system, consisting of the replacement of watermains on High Street and Owens Drive; STATING that the estimated maximum cost thereof, including preliminary costs and costs incidental thereto and the financing thereof, is $800,000; APPROPRIATING said amount for such purpose; and STATING the plan of financing includes the issuance of bonds in the principal amount of not to exceed $800,000 to finance said appropriation, and the levy of taxes upon all the taxable real property within the Village to pay the principal of said bonds and the interest thereon;

  SECOND:  AUTHORIZING the issuance of $800,000 bonds of the Village pursuant to the Local Finance Law of the State of New York (the “Law”) to finance said appropriation;

  THIRD:  DETERMINING and STATING the period of probable usefulness applicable to the purpose for which said bonds are authorized to be issued is forty (40) years; the proceeds of said bonds and any bond anticipation notes issued in anticipation thereof may be applied to reimburse the Village for expenditures made after the effective date of this bond resolution for the purpose for which said bonds are authorized; and the proposed maturity of said bonds will exceed five (5) years;

  FOURTH:  DETERMINING that said bonds and any bond anticipation notes issued in anticipation of said bonds and the renewals of said bond anticipation notes shall be general obligations of the Village; and PLEDGING to their payment the faith and credit of the Village;

  FIFTH:  DELEGATING to the Village Treasurer the powers and duties as to the issuance of said bonds, and any bond anticipation notes issued in anticipation of said bonds, or the renewals thereof; and

  SIXTH:  DETERMINING that the bond resolution is subject to a permissive referendum.
