The Town Clerk's Office is the public's information center for the Town of Monroe's government. The role of the Town Clerk is to perform many important administrative duties on behalf of the town and state government including: Records Access Officer, Registrar of Vital Statistics for the Town of Monroe & Village of Monroe, Records Management Officer, Licensing Clerk, Tax Collector.

Notary Services are available at no charge 8:30am-11:30am, and 1:30pm-3:30pm, Monday-Friday (when available).  *The Village of Monroe located at 7 Stage Rd. also offers Notary services (when available).

Identification MUST be a government issued I.D. (Driver’s License/Non-Driver's License/Passport). NOT EXPIRED.

Please note, we do NOT notarize anything pertaining to a Will/Estate, and if your document requires a Witness, you must provide one. *Documents MUST be in English.

Additionally, pursuant to N.Y.S. Law, effective January 25, 2023 ALL notaries are required to keep a journal (log) of notarial acts. You will be required to sign the notaries journal stating that they notarized for you.

ONE DAY MARRIAGE OFFICIANT LICENSE

• Applicant must apply for Officiant License with the same Town Clerk as where the Marriage License was issued
• Fee: $25.00 (payable in cash, check or money order only)
• Must be 18 years old
• License is limited to the specific couple identified in application
• License expires on the date the couple is married or their marriage license expires, whichever occurs first

EZPASS

You can purchase your prepackaged E-ZPass On-The-Go tag for $25.00 (cash, check or money order only) from our Town Clerk's Office.  There is no additional cost for getting an E-ZPass tag at an On-the-Go location. The full $25.00 payment is moved to your account as soon as you register your tag online. Stop by, and purchase your tag, mount the tag in your vehicle and register your tag within 48 hours!

COPIES OF VITAL RECORDS

Copies of vital records for those individuals who were born, died or obtained their marriage license in the Town of Monroe or the Village of Monroe are on file in the Town Clerk's Office. The fee is $10 per copy. Per NYS, we cannot accept credit cards for these records (cash, check or money order only). You may request a copy by mail or in person.

Death Certificates, Marriage Certificates and Birth Certificates - you must show proof of relationship and current photo ID.

A Freedom of Information form (FOIL) is available on the town website as well as in person at our office.
The Town is required to accept and respond to FOIL requests via email as well.  They can be emailed to [email protected].

DOG LICENSES

A valid Rabies Certificate must be presented at time of License and /or Renewal.

*Pursuant to NYS GBS Section 518, we are required to be transparent by displaying the highest total price

DOG LICENSE:

1-year license for spayed or neutered dogs: $15.00
plus, a State Surcharge of $1.00  
Total license fee: $17.75 (credit/debit)     Total license fee: $16.00 (cash)

*Option 3-year license for spayed or neutered dogs: $40.00 
plus, a State Surcharge of $3.00

T.A.R.A. - THE ANIMAL RIGHTS ALLIANCE

- (Low cost spay/neutering for CATS ONLY)
- The Town of Monroe Clerks Office partners with the T.A.R.A. spay/neuter program for cats only.
- How the program works: A Town of Monroe, Village of Monroe,  or Village of Harriman resident (only) may come to the Town Clerk's Office to prove residency (driver's license, tax bill, utility bill).
-  A fee of $25.00,  is put toward the total fee charged, and the remaining fee of $25.00 will be subsidized by the Town of Monroe.

- Cats can be spayed or neutered at any T.A.R.A. mobile location
- Certificate expires 60 days from date issued and is non-refundable

HUNTING/FISHING LICENSES

You must have a valid drivers license.
Per NYS, DEC sales are (only) payable by cash, check or money order.
First time purchases in the Town of Monroe requires the applicant to produce an old hunting license (backtag is not sufficient).
