Community News, General 0 Information RE Deer Management Permits (DMPs) After October 1 As you are aware the Instant/Limited DMP lottery runs from the start of new license year sales in August through October 1st each year. Due to changes in regulation that allow for additional Bonus/Unlimited DMPs, you will still see the option for DMPs in DECALS after Oct 1. The Bonus/Unlimited choices will remain available to customers who have not applied for Bonus/Unlimited DMPs. Additionally, if your customer previously only applied for 1 Bonus/Unlimited DMP, you will be able to add their 2nd choice at no cost. If your customer has already purchased Instant/Limited DMPs this license year, the price will be $0 for Bonus/Unlimited, if they have not purchased Instant/Limited DMPs this license year, the system will charge $10. Bonus/Unlimited DMPs will remain free for lifetime license (hunt/fish/turkey, aka Lifetime Sportsman) holders who purchased their license before 10/1/09 and junior hunters 12-15 years old. If your customer has already applied for Bonus/Unlimited DMPs, they will not be offered DMPs until First Come, First served (FCFS) DMPs become available on 11/1. Please keep in mind the following important points about the FCFS DMP process: -Hunters may apply for and receive up to two additional DMPs in the available Wildlife Management Units (WMUs). -Applicants with licenses that are exempt from paying a DMP application fee, or hunters who have previously applied for DMPs this license year, will not be charged any additional fees during the extended application period. Otherwise, there is a non-refundable $10 application fee for leftover DMPs. -Applications for leftover DMPs will not affect any preference points held by the applicant. -DMPs are only valid for antlerless deer in the WMU for which they are issued. -DEC will continue to issue permits in these WMUs until enough DMPs are issued to achieve optimum management in each WMU. When a WMU is open, it will remain open at least until close of business on that day. At the end of the business day, any units that have reached the desired number of permits will be closed and no longer available for sale. DEC Announces New York State 2026-27 Hunting and Trapping Licenses Now on Sale Deer Management Permits Available through October 1 New York State Department of Environmental Conservation (DEC) Commissioner Amanda Lefton today announced that hunting and trapping licenses and Deer Management Permits (DMPs) for the 2026-27 season are now on sale. “With more than 5 million acres of public land and thriving wildlife populations in New York State, nearly 550,000 New Yorkers enjoy connecting with nature and providing for their families by hunting and trapping each year,” Commissioner Lefton said. “In some parts of New York, deer populations are too abundant. DEC recently adopted deer hunting regulation changes to reduce impacts to habitat and benefit deer health and the public by increasing the availability of Deer Management Permits, expanding the September antlerless season, and creating the Earn-a-2nd-Buck tag system to encourage hunters to Choose a Doe.” Licenses and permits can be purchased online, at any of DEC's license-issuing agents, or by telephone at 1-866-933-2257. Hunting and trapping licenses are valid from September 1 through August 31 each year, while annual fishing licenses are valid for 365 days from date of purchase. Lifetime licensees who receive their licenses and tags electronically should check their email and those still receiving them via mail should receive them during the month of August. Beginning this week through November 30, the DEC Call Center is operating from 7 a.m. to 7 p.m., Monday through Friday; from 9 a.m. to 5 p.m. on Saturdays; and from 9 a.m. to 5 p.m. on Sunday, November 22 and Sunday, November 29. Regular call center weekday hours resume on December 1. Hunters should have the following ready when buying a license: Complete contact information (e.g., name, address, email address, telephone number). For those who want their license and/or tags emailed, a valid email address is required. DEC customer ID number (if applicable). Proof of residency (e.g., driver’s license or non-driver’s ID with a valid New York State address). If purchasing by phone or internet, a valid credit card. If not already entered in DEC’s automated licensing system, hunters must provide proof of hunter or trapper education certification or a copy of a previous license for all hunting and trapping license purchases. For additional information, visit the General Sporting License Information webpage on DEC’s website. Information for hunters with a disability can be found on the Permits for Hunters with Disabilities page on DEC’s website. The 2026-27 Hunting and Trapping Regulations Guide, with pertinent rules and regulations, is available on the DEC Hunting webpage. Copies are also available at license issuing agents. Hunters are encouraged to stay up to date on changes to regulations as they prepare for the fall hunting seasons by visiting the Hunting page on DEC’s website. New York State’s habitats serve a vital role in maintaining healthy and sustainable fish and wildlife resources. Purchasing a hunting, fishing, or trapping license helps support DEC's conservation projects and ensures the future of natural resources for generations to come. DEC also encourages outdoor enthusiasts to consider purchasing a Habitat & Access Stamp each year. Funds from the $5 Habitat & Access Stamp support projects to conserve habitat and improve public access for fish-and-wildlife-related activities. This year's Habitat & Access Stamp features the eastern pondhawk dragonfly. Deer Management Permits (DMPs) Hunters can apply for DMPs (tags for antlerless deer) at all license-issuing outlets, by phone, or online. New in 2026, hunters can apply for up to four DMPs: two in Wildlife Management Units (WMUs) with limited DMPs and two in WMUs with unlimited DMPs. For WMUs with limited DMPs, the DMP application and issuance process will be open from August 3 through October 1 and DMPs will be issued through the typical lottery process. The chances of obtaining a DMP in these units will remain the same throughout the application period; hunters do not need to rush to apply. Unlimited DMPs will be available in 23 WMUs (1C, 3M, 3P, 3R, 3S, 4J, 6P, 7F, 7H, 7J, 7R, 8A, 8C, 8F, 8G, 8H, 8J, 8N, 8R, 8S, 9A, 9F, and 9G). Hunters can apply for DMPs in these WMUs at any time throughout the hunting seasons and all hunters who apply will receive DMPs. Preference points are not used or received when applying for DMPs in WMUs with unlimited DMPs. DMPs that are used to harvest antlerless deer in these WMUs will be replaced with a bonus DMP in the same WMU upon harvest report, allowing hunters to continue harvesting antlerless deer. There is no fee to obtain bonus DMPs. The 2026 chances of selection for a DMP in each WMU are available online, through license issuing agents, or by calling the DMP Hotline at 1-866-472-4332. To learn more about the issuance of DMPs, visit DEC’s website. Hunting and Trapping Rule Changes for 2026 In addition to changes in DMP availability, DEC adopted several changes to deer hunting regulations, including an expanded September antlerless season in several Wildlife Management Units and the “Earn-a-2nd-Buck” program. To facilitate the “Earn-a-2nd-Buck” program, DEC reclassified the former “Regular Season Deer Tag” as an “Antlered Deer Tag” and the former “Bow/Muzzleloader Either-Sex Deer Tag” as a “Bow/Muzzleloader Antlerless Deer Tag.” Hunters who purchase bowhunting and muzzleloading privileges will receive a “Bow/Muzzleloader Antlerless Deer Tag” for each privilege. Hunters will earn a tag for a second buck after taking and reporting one antlerless deer. For more information, review the “Q&A” on new hunting regulations to increase harvest of antlerless deer. DEC also adopted changes to season dates and zones for fisher trapping. Visit DEC’s website for up-to-date information on hunting and trapping regulations and seasons. Additional Hunting Opportunities Continue Additional deer hunting opportunities initiated last year will continue in 2022. A special early season for antlerless deer runs from Sept. 10 to 18, 2022, in select Wildlife Management Units. Twelve- and 13-year-old hunters may pursue deer with a firearm or crossbow under the supervision of a licensed adult hunter in counties that opt in to the program (see Junior Big Game Hunting map and details), and the new holiday deer hunt provides a second portion of the late bow and muzzleloader season from Dec. 26 to Jan. 1 in the Southern Zone. These opportunities contribute to deer management, allow for young hunters to be mentored by experienced adults, and enable families and friends to hunt together during the holiday season. Opportunities for Junior Hunters and Trappers To foster the next generation of responsible hunters and trappers in New York, DEC expanded opportunities for junior hunters (licensees aged 12-15) by designating special youth hunts for deer, wild turkey, pheasants, and waterfowl, as well as opportunities for junior trappers (younger than 12 years old) by establishing the trapper mentoring program. These opportunities allow young hunters and trappers to spend time in the field with experienced adults and gain the necessary knowledge and skills to become safe and responsible members of the hunting and trapping community. More information about these programs and other opportunities for junior hunters and trappers is available on DEC's website. Remember: Hunt Safe, Hunt Smart! The number of hunting-relating shooting incidents is declining, but even one incident is too many. Hunters can prevent injuries and fatalities by following the rules of hunting safety: Assume every gun is loaded; Control the muzzle in a safe direction; Keep your finger off the trigger until firing; Be sure of your target and beyond; and Wear hunter orange or pink. Tree stand falls are a major cause of hunting injuries. These hunting-related injuries and fatalities are easily preventable. Hunters are advised to use a full-body harness and fall-arrest system and stay connected from the time they leave the ground until the time they return. Hunters are advised to check stands (including straps and chains) every season and replace worn or missing parts. The proper use of tree stands and full-body harnesses helps prevent injuries and fatalities. Recently-enacted legislation established new requirements for the purchase and transfer of ownership of semi-automatic rifles and the purchase, possession, storage, and transport of firearms and ammunition in New York. See the Frequently Asked Questions Regarding Recent Changes to New York State Firearm Laws (PDF) on DEC's website for initial guidance. More detailed information will be coming soon. Keep Chronic Wasting Disease Out of New York Hunters should take the threat of Chronic Wasting Disease (CWD) seriously. CWD is always fatal to deer, elk, moose, and caribou. If introduced, CWD could spread rapidly and be practically impossible to eliminate once established, threatening the future of New York's deer population, hunting tradition, and many of the other benefits associated with deer. The most effective disease management strategy is to prevent CWD from entering New York. Hunters can help protect New York's deer herd from CWD by following these tips: If hunting any type of deer, elk, moose, or caribou outside of New York, debone the animal before bringing it back, and follow the law about importing carcass parts from outside of New York. See CWD Regulations for Hunters. DEC will confiscate and destroy illegally imported carcasses and parts; Avoid products containing real deer urine, like scent lures. Prions are shed in the bodily fluids (saliva, feces, urine) of infected deer before they appear sick. Prions bind to soil and plants where they remain infectious for years. There is no way to ensure that products containing deer urine are free of prions. Instead, choose synthetic alternatives; Dispose of carcass waste in a landfill, not on the landscape; Hunt only wild deer and support fair chase hunting principles; and Report any deer that appears sick or is acting abnormally. Hunters: Want Older Bucks in New York? It's Your Choice Many deer hunters dream of seeing and shooting a large buck, but there is great temptation for a hunter to take the first buck they see, often a young buck, when the opportunity presents itself. New York hunters can increase the likelihood they will harvest an older, larger buck, simply by choosing to pass up shots at young, small-antlered bucks. Older bucks create more rubs and scrapes, are more challenging to hunt, and yield more meat -- all things that may enhance the deer hunting experience. Many New York hunters are already voluntarily choosing to pass on young bucks. As a result, the availability and harvest of older, larger-antlered bucks is increasing. To see and take more older bucks, DEC encourages hunters to work with neighbors and hunting partners to cooperatively reduce harvest of young bucks, improve habitat conditions, and ensure adequate harvest of antlerless deer.
