I hereby direct all departments of the Town of Monroe, to take steps necessary to protect life and property, public infrastructure, and provide such emergency assistance deemed necessary. This state of emergency has been declared due to the ongoing COVID-19 / Coronavirus Disease 2019, which was initially declared a pandemic by the Centers for Disease Control (CDC) on March 11, 2020, the World Health Organization (WHO) declared this disease a world Pandemic on March 11, 2020, the Governor of the State of New York declared a state of emergency for New York State on March 07, 2020 and on March 13, 2020 the President of the United States filed an Emergency Declaration in regard to COVID-19. Subsequently, a recent surge in COVID cases and COVID variants has resulted in new State of Emergency declarations by the Governor of the State of New York, including Executive Order 11 of 2021 (November 26, 2021). This emergency is of sufficient severity and magnitude to warrant that certain emergency protective measures to be taken in response to the COVID-19 pandemic emergency to protect the health, safety, and welfare of all the Town residents. As a result of this ongoing pandemic the Town may need to take actions to suspend local laws, policies and regulations in order to respond to such pandemic/State of Emergency and Local Emergency Order will be issued as necessary to do so and to ensure the public safety, public property or life, health, and safety of residents require immediate action. These conditions threaten the public safety of the citizens of the Town of Monroe. Neuhaus has announced that the Local State of Emergency in Orange County will be officially lifted effective at 12:00 Noon today, Monday, January 26th. Road conditions have significantly improved following sustained clean-up operations by municipal and County public works crews, and travel throughout the County can begin to return to normal. Public works crews will continue to monitor the roadways and address any remaining isolated issues. Residents should continue to give these public servants access to the roadways to continue necessary snow removal work. Parking restrictions associated with the State of Emergency are no longer in effect, unless otherwise posted. Neuhaus has declared a "Local State of Emergency" in Orange County, as provided for under the provisions of Article 2-B, Section 24, N.Y.S. Executive Law. This declaration empowers County officials to temporarily suspend and/or change normal County operating procedures including (but not limited to); saving lives, mitigating property damage, limiting access to impacted areas, and requesting additional assistance from New York State. Advisory for Residents: Residents of Orange County are advised to refrain from being on the roads unless they are deemed "essential personnel." County employees should not report to work unless you are essential. If you are uncertain as to your status, reach out to your department head. All vehicular and pedestrian traffic are prohibited from County roadways except for workers designated by medical, law enforcement, and municipalities as essential and traveling to and from work, as well as other officials and employees assisting in the effort to abate the emergency. Village of Monroe Bond Resolution : To construct improvements to the Village water system VILLAGE OF MONROE, NEW YORK PLEASE TAKE NOTICE that on March 14, 2022, the Board of Trustees of the Village of Monroe, in the County of Orange, New York, adopted a bond resolution entitled: “Bond Resolution of the Village of Monroe, New York, adopted March 14, 2022, authorizing the construction of improvements to the Village water system, stating the estimated maximum cost thereof is $800,000, appropriating said amount for such purpose, and authorizing the issuance of bonds in the principal amount of $800,000 to finance said appropriation,” an abstract of such bond resolution, concisely stating the purpose and effect thereof, being as follows: FIRST: AUTHORIZING said Village to construct improvements to the Village water system, consisting of the replacement of watermains on High Street and Owens Drive; STATING that the estimated maximum cost thereof, including preliminary costs and costs incidental thereto and the financing thereof, is $800,000; APPROPRIATING said amount for such purpose; and STATING the plan of financing includes the issuance of bonds in the principal amount of not to exceed $800,000 to finance said appropriation, and the levy of taxes upon all the taxable real property within the Village to pay the principal of said bonds and the interest thereon; SECOND: AUTHORIZING the issuance of $800,000 bonds of the Village pursuant to the Local Finance Law of the State of New York (the “Law”) to finance said appropriation; THIRD: DETERMINING and STATING the period of probable usefulness applicable to the purpose for which said bonds are authorized to be issued is forty (40) years; the proceeds of said bonds and any bond anticipation notes issued in anticipation thereof may be applied to reimburse the Village for expenditures made after the effective date of this bond resolution for the purpose for which said bonds are authorized; and the proposed maturity of said bonds will exceed five (5) years; FOURTH: DETERMINING that said bonds and any bond anticipation notes issued in anticipation of said bonds and the renewals of said bond anticipation notes shall be general obligations of the Village; and PLEDGING to their payment the faith and credit of the Village; FIFTH: DELEGATING to the Village Treasurer the powers and duties as to the issuance of said bonds, and any bond anticipation notes issued in anticipation of said bonds, or the renewals thereof; and SIXTH: DETERMINING that the bond resolution is subject to a permissive referendum.
